How do you import a NWC into AutoCAD

I get the following error when following the official guide to import a NWC into AutoCAD: you have selected an unsupported dgn file. Only V7 and V8 files are supported. I'm on step 4 and I'm already stuck. 

 

What does this mean? If the guide is wrong, what is the correct way to do this?

The guide is probably correct.

It appears there may be something "wrong" with the NWC file. Looks like it might have some "bad" data in it related to DGN content of some kind (from Microstation, presumably).

You might have to go to the source of the NWC file.

The error message explains your NWC file is beyond AutoCAd2016's abilities to do much of anything with it. Not much you can do about it without changing CAD software or file/file type I'm afraid.
