i can't draw the tan arc from the str8 line to the circle

You need to draw reference arcs for the known distances and the intersection point is the center of the arc. This is a tough one to describe so here is a graphic showing the reference arcs. The red lines are for the 50' arc and the blue lines are for the 80' arc.

Hi,
Try the start, end, radius arc.
When the end point is asked to show use the shft + right click and select tangent option from it and click on the circle.
