I am trying to create a hatch pattern for a 6" x 47" tile with a 1/3 staggered bond pattern. Any help would be greatly appreciated.

Minimally tested:

*whatever, 6x47 1/3-stagger
0, 0,0, 0,6
90, 0,0, 6,15.66666666, 6,-12

If you want the stagger in the other direction, change the  15.666...  to  -15.666....

Come to think of it, I suppose this would also fit your description, though I don't think it's likely to be what you wanted:

*whatever2, 6x47 other-direction  1/3-stagger
0, 0,0, 0,47
90, 0,0, 47,2, 47,-94

That's a peculiar size, I must say....  If they're something like ceramic tiles with joint width between, rather than something like vinyl tiles without, and if you use it at a large enough scale that seeing grout or mortar joint widths would be meaningful, that's also possible.  Just specify whether that's a nominal  size [center-to-center of grout joints, with the tiles themselves slightly smaller] or an actual  size [of the tile itself, ignoring joints], and the width of the grout joints, and it can rather easily be defined in double-line fashion to show the joint width.
