Check your settings or change your software.
(if i am right, you are not talking about a (A)CAD problem, you are talking about an PDF Viewer/Editor problem)
Your information is very little, little is bad, if you have not already received a satisfactory answer (mine),
then add your question to screenshots.
But first check my answer, open the PDF in another viewer.
Which are you currently using?
Please test mia PDF-Xchange or Foxit
If multiple viewer display the same problem, give us more information:
1. Screenshot AutoCAD plot preview. (whole program windows, please)
2. Screenshot of your display on the monitor of your finished PDF. (whole program windows, please)

Dear alfred,
There is strange that when I copy the hatch pattern beside the drawing, the hatch pattern show properly in PDF. I think this file have some problem because it is show properly in other file.
I use Autocad 2019 in dwg to pdf.pc3 autocad pdf converter.
Window 10 platform.

Well, if all other files are working well you might ... show us this file, or copy the content of this file to a new file and see if it works then better.

Please start command _ABOUT, does that show "2019" or "2019.1.2"?`...or anything else?
It's also not clear what "failed" means, are there any error messages or is it just "not looking as expected", or ...?

Copy the hatch from "ugly" to "well" postion, create a pdf with both hatches visible and upload the PDF.
Perhaps it pointet to RASTER vs. VECTOR data.
