1) Have you opened your DWG in RECOVER Mode, PURGE (if possible) ReSave it, Quit, ReOpen to test ...
2) Have you installed the SP 2 (or at minimum the SP 1) on your ACAD 2015 ?
3) Have you installed the latest ATI driver for your AMD V4900 ?
4) Which Windows exactly : Win Seven , Win 8.0 , Win 8.1 ?
And 32 or 64 bits ??

Does it hang if you save to your local hard drive?
If so, then unplug the network cable and test it again (saving to the local hard drive)

Here are 2 entries in my AutoCAD Note file:
AutoCAD: SAVES REALLY SLOWLY: 2012.03.27.TE:
Go to Tools / Options / Open and Save / Thumbnail Preview Settings.
In the "Sheets and Views" panel, if the "Generate Sheet, Sheet View and Model View Thumbnails" is checked, adjust the slider to the middle position.

Open ALL yours XREFs
SCALELISTEDIT Command and erase/kill ALL Annotation Scales you can !
Resave your DWG.
Reload your Main DWG, is it faster ?

Does your machine use dual graphics cards (Intel and AMD)? If so, take a look at this article that explains a known graphics issue for machines that use dual graphics cards, and apply the solution.
You could also try deleting the contents of your %TEMP% folder, which can cause the behavior you've described if it gets too full.
Additionally, if the drawings you're working with contain a lot of hatches, you might try converting the hatches and retesting the performance.
Finally, here is a list of suggestions for optimizing performance in the Windows 7 environment.

You say "it hangs". How long do you wait before you declare that to be the case? I once had a user complain that acad would hang -- but then when I observed his process, he was just being impatient. I sat down at his pc and took control. I opened the same file, did the same sequence of commands that he had just done. Then I saved the file. After a few seconds, he said "see it does it for you too" and reached for the keyboard. I pushed his hands away and told him to wait and shortly after that, the command line returned to normal and the save was finished.
Also... You said it does this for all files. If these files are all based on the same template, they could all be affected by the same issue. They could all be the same or similar size too.
Try opening the attached file, draw a line and then save the file.
