Forcing VP Line Type Even When "By Layer" is Not Selected

Is there a way to force a VP line type even if the line type is not "by layer"? I have two views that we repeatedly use that require a preformed hole to be shown hidden in one and not in the other. It is beneficial for the hole and its surrounding object to be on the same layer. I know an easy solution would be to add a layer called "HIDDEN" and change that line type as needed for that one object. The issue with that is that it is creating an additional layer for this single use case.

If by "views" you mean paperspace viewports, LAYER command (while inside a viewport in paperspace) has VP columns that provide with override settings unique to that one viewport and no where else.

If by "views" you mean modelspace, nothing likes that exists as a core feature.

Yes, I am talking about paperspace viewports. I know how to override a linetype for a specific viewport, but what I want is to keep the linetypes as shown in Layout1 of the attached .dwg, but in another have the "hidden" circles on layer "1" show as continuous, without having to create a separate layer. Is it possible to keep everything that is on layer "1" on layer "1", always have the rectangle show as continuous and sometimes show the circles as hidden?

No, sorry.

About as close as you can get is to draw your extra content in PAPERSPACE above your viewport instead.
