Error Hacht does not Update

When I correct the size of the block the hacht does not move
help me please

Try editing the entire block by double-clicking on the block or right-clicking on the block and Block Editor, then do hatch and ESC (No selection - on properties ) and again right click Close Editor, after that you will be able to scale your block. In principle hatch is not part of the block if I saw it well, so it is considered that there are two objects, if you want to scale them, you can do it by selecting both the block and the hatch or do what I first wrote.

When I put Hacht in the Block, I cannot write the angular dimension line. Do you have a way to handle it?

You can always go to (right click on block) Edit Block In-Place or to enter Block Editor and then write angular dimension lines in the block itself, also you can explode block and make new one after finishing but take care of the block name, it must not be the same as an existing block name.
