Which Version are you using, not only service packs. There are also a couple of settings.

First Check your Graphics-hardware
1, Disable Selection Cycling, Quick Properties and Dynamic Input(set DYNMODE to 0)
2, If this doesn't improve the situation then go to Tools>Options (or type in Options at the command line) and on the Display tab uncheck 'Show Tooltips' and ‘Show rollover ToolTips’ option. [find the attachment]
3, Also try the Selection tab and uncheck 'When no command is active' under Selection Preview [find the attachment]
With all these changes you should notice an improvement and your mouse will no longer "snap" and cause a delay

if the card and driver are not certified by the link provided. Also it has been caused by the mouse driver. We have tested that by uninstalling current driver and installing a generic Microsoft driver.
