Entering dimensions when placing a rectangle

This is a really simple problem I can't solve.

I used to click to place a rectangle and type the width then Tab and type the length and my rectangle is created.

It no longer lets me do this and I can't find the commend to turn this on and off.

All my dynamic inputs are on.

Any suggestions? I'm running 2016

DYNMODE turned off or set to a negative number? Look up usage in HELP.
