ensuring my plot is at 1" = 40', and using a dynamic graphic scale?

Please help me figure this out.. 
I need my drawing to plot at 1"=40' engineering scale...  I drew in model space at 1:1 and my layout page set up is also 1:1.  

My units are the engineering units...
My viewport in paper space is set to a custom scale (1 unit = 480 drawing units) 

Am i doing this correctly?  Is there a way to utilize the tool palette graphic scale to read out 1"=40'??

Why is your graphic block at this strange scale of 977.6053? Should it not be at 480?

OP: I checked the following:

1) Dwgunits command: drawing is in inches

2) In Model, Dist command to confirm that a 15' dimensioned reports back as 15'

3) Pspace layout "Siteplan - Quail Haven Ln" did a Zoom Extents and Erased the extraneous 1:10 vport

4) Created a new Pagesetup using built-in Dwg To Pdf.pc3, Arch D 36 x 24 papersize

5) Locked Vport in the current Layout

6) Created MText and inserted a Field to capture Vport Scale as 1" = 40'

7) ScalelistEdit command to confirm that added 1"=40' scale does contain the correct 480 drawing unit factor:

8) Inserted my own 1"=40' graphic scale in pspace that shows your graphic scale is off because at 1" the graphic scale should show a number of 40

Hey, firstly thanks for looking through everything, did i do the correct steps to  get everything to scale?  reading back your post... I thiiink i did.

The scales the only part thats off right??
So, thats what i was trying to figure out... I added it in and was trying to figure out how to get it to be 1" = 40'  

Im fairly new to using the tool palette blocks...

also, as its set up now will it print to 1" = 40'?

Yep, the with the graphic scale settings of scale x, scale y & scale z = 480 and your vport set to standard scale of 1"=40' it should plot using the pagesetup I created to Arch D size pdf.

But you should edit your graphic scale because it's missing 1" = 40'-0" version.

There's only 1" = 30'-0" and 1" = 50'-0"

Can you explain the best way to do that?  - editing the graphic scale to add the 1" = 40'

Since the graphics scale is a dynamic block just select it, right mouse click and on the context menu that appears select Block Editor

In the Block Editor on the ribbon's Visibility panel click on Visibility States

In the Visibility States list box that appears select 1" = 30'-0"

Click Set current button

Click New button

In the Visibility state name edit box enter: 1" = 40'-0"

Make sure the last radio button is selected click the OK button

Back in the Visibility States window with the newly added 1" = 40'-0" checked click Move Up button so that it's listed under 1" = 30'-0" then click the OK button

Select the two numbers 30' and 60' then click on Edit > Copy with Base Point or Ctrl+Shift+C

For base point enter: 0,0

Then hit the Delete key on the keyboard to Erase both of those numbers

Then on the Visibility panel select from the drop down list 1" = 30'-0"

Enter keyboard combination Ctrl+V to paste those two numbers back at 0,0

Then on the Visibility panel this time select from the drop down list 1" = 40'-0"

Enter keyboard combination Ctrl+V to paste those two numbers back at 0,0 again

Then double click each number and edit them accordingly to reflect 40' and 80'

Finally click the Close Block Editor button on the ribbon and at the alert window select Save the changes

Now back in the drawing window you can select the graphic block and there's now the newly added 1" = 40'-0" selection

Awesome, just did that, one final question - can i scale the graphic scale or does that throw it all off?

If you want to insert the graphic scale dynamic block into Model, the scale x, y & z need to reflect the plot scale factor which in this case is 1"=40' or 40x12=480 inches or units.

If you insert the graphic scale dynamic block in Layout then there's no need to scale it and scale x, y & z can remain as 1
