EDIT RIGHT CLICK MENU IN PROPERTIES DIALOG BOX

Does anyone know if it is possible to edit the right click box when in the Layer Dialog Box (Shown below)? 
If so, what is the name of that menu in the CUI? 

I'd love to add some underscored keys so I can hit a key instead of having to mouse down to "Select All" or "Invert Selection."

That's LAYER command, not "CUI" menu content, no access.

But if you tap the first letter key on your keyboard it will eventually get you there if there is more than one (like S for example).
