Easiest Way To Create A Cone

I'm trying to create a flat cone- similar to a lampshade shape.

This is what it needs to look like in 3D:

I know I can create this cone by revolving a section however I was wondering if there's a way to turn the flat projection of that cone from the top down to the desired 3d object via some kind of Presspull-esque command.

You could do Extrude with Taper, but Revolve would be so much easier....
