How are you copying the information? Are you clicking copy or using a keyboard shortcut?

This string "{\{\urtf1\ansi\ansicpg65001\deff0\deflang1033{" is some form of text formatting. 

Can you provide screen shots?

Any reason for not using the standard Copy command?

If want in another dwg how about wblock the text from dwg and then insert block exploded in the other dwg ?

Just guessing:

Are you running AutoCAD FOR MAC or AutoCAD (for windows) on MAC, or by remote?

If not: Perhaps you are using special settings for the system text (fonts, size, etc.),
but I have no idea about these possible connections,
this is just a wild idea.

Problem could be this 2021 is the original release with none of the updates applied

This might be either a P3D issue or a 2021 wit no updates installed issue, I can copy paste just like in your video in plain AutoCAD 2023 just fine here

But this one is multi-line, aka MTEXT, and it may have overrides

Although, again, it copy/pastes just fine in AutoCAD 2023

And then... when I open and do the same in P3D 2023.0.2 (aka fully updated) I also have no issues

So you either need to make an effort to update your 2021 software

I cannot duplicate your problem. 

For some reason, it is copying the RFT formatting from the textbox control in the Attribute dialog.

when you enter the text editor, however, you are not interacting with a textbox control, so it doesn't copy the RTF. 

Have you added any clipboard modifications to your system? Do you have any plugins installed in AutoCAD?
