Drawing scale

I am New and want to learn drawing scale for any layout, section or detail in model space e.g my project is 380X410 meter and i want to draw boundary fence with layout, sections and details in model space. any one help me for scale setting, drawing area or other related tips.

Please i didn't want scale in layout i need scale of drawing with drawing area as i send you screen shoot of layout and section my consultant draw all detailing in model space if any change required than i face problem for new scale.

Those are screenshots of model space not layouts. I'm not sure what you want or are asking. You always draw everything 1:1 in model space and then scale to whatever you want in paperspace. I'm guessing what you are asking is how to scale model space to 2 different scales at the same time for different print outs. You can't that is why you scale in paperspace layouts. 

Pictures are pretty but you need to explain exactly what each one is trying to show. To me the pictures look totally fine because I don't know what you want them to look like.

Yes Sir,
I am very thankful you are understand my question little bit, but explanation is not much enough for to understand. i want to draw all drawing in model space and than set in title block/sheet for final representation (in that sheet/border i want to set all drawing, it may be layout with section or section with with enlarge details with different scale e.g layout scale is 1:400, section scale is 1:100 and details scale is 1:10 or 1:20 ) in this case can i draw all segment of drawings in scale 1:1 or ????

If you are staying in Model Space then you can't draw 1:1 and have different scales represented on the same drawing.

If you must stay in Model Space then you will have to change the way you work.  One way would be to have a drawing with your layout, sections, etc in one (or several drawings), then xref them in to another drawing and scale them accordingly.  Much easier to use Paper Space.

Yes you would draw everything to full scale 1:1 in modelspace tab. In paperspace you can select the size paper you want, put your titleblock in paperspace, make as many viewports as you need and then you can scale what is in each viewport separately. So if you want one viewport to be 1:300 and the other to be 1:1000 it is very simple. Your drawings in modelspace won't change from 1:1 scale though so it is very easy to make changes as you don't need to do any math as they are all full size. Try watching this video to understand. <<Video>>.  If you don't understand the video because of language barrier try google "autocad how to use paperspace viewports scales" and try and find a video in your native language.
