Drawing is too small in Layout after scaling

as the title says, I have a large building and im having trouble scaling it to where it will be legible on the layout. I have attached the file to make things easier 

 

I've also encountered an issue where only parts of my layer end up transferring into the layout. Had a line get cut in half, when I clicked on them to readjust it fixed itself for that line.

Not sure why your Pagesetup for Layout2 has plot scale of 1=2 so I changed that to 1=1

Not sure why your title block for 36x24 paper size is not drawn full scale

I created a block called 24x36 with the paper outline and border if you want to use that as reference:

I also found Zoom Extents you have two other scaled smaller title blocks floating in the upper right hand corner which I moved down now next to your other scaled larger title block that now fits inside the 36x24 paper size:

Also the Vport scale that fits the entire drawing in your title block for 36x24 paper size is 1/8"=1'

On the layout:

-Select the viewport

-Look for the viewport scale in the status bar

-Select a scale that provides a standard sclaed zoom level you want.

-3/16" : 1' seems to work on my end

-Note Pages Setup Scaling is not applicalbe to viewports but rather a way to adjust the layout size,

Eg if you wan to plot a D size sheet a half size onto a B size paper adjust the page setup scale.
