Dimstyle DIMTOFL not working

I'm working with a drawing that the DIMTOFL variable will not work.  It is supposed to draw the dimension line from arrow to arrow, but it still has a gap at the dimension text.  Anyone know what might be overriding this setting?

The TOFL in DIMTOFL stands for [when the] Text [needs to go] Outside, Force [the dimension] Line [inside, between the extension lines].  It's not really applicable to the situation in your image.  I don't know of a way to get the line to run through with alternate units, but you can find topics about that with override text -- a different way to specify the new-line/Enter between text lines.
