Dimension vales change for same measurement, will not scale dimension to layout, using viewports and papers space

The same DIM dimensioned twice will give correct value on first dimension every dimension done after will have its value changed.
the value of my dimensions changes,

a right angle corner will give me two different values, first dimensioning will be correct any subsequent dimensioning will be wrong because of several values being changed.(NOT BY MYSELF) i did not institute these changes, 
Associative value *VARIES*
Measurement value *VARIES*
Dim Scale Linear value *VARIES*
I have been on multiple forum posts and checked this issue with them.
I tried many things, but nothing worked, i did the same drawing in AutoCAD 2015, and the issue did not appear
willing to zoom screen share
i have attached photos


using multiple viewports with scale to dimension layout selected in the Dim style manager to compensate for scale change with viewports but it does not fix the issue

again. I have tried the exact same setup and drawing on AutoCAD 2015 and the problem does not happen.

You are comparing apples to oranges. What happens when you set all those "Varies" properties to be the same?

Sounds like you are snapping to the (first) dimension instead to the model space objectr.

Check your running object snap setting, is it set to POINT?

Obviously if I change the values myself it corrects the dimension, I want to know if anyone has come across this same issue.

There is some glitch or over sight somewhere and I'm wondering if anyone has any ideas on any conflicting settings that could cause these parameters to change.

 

I dimension once and it has the correct number,

If I dimension the same location again it gives me a different (incorrect number) 

This is why my attached photo has the same dimension but with different numbers. 35 and 18

It's literally the same dimension same points

I don't think it's so obvious. Did you try it to see what happens? The result may be a clue as to how you are making this happen.

This is the problem as @cadffm has already surmised. If this is indeed the problem, it was hard to see this from your initial description. That is why I asked you to compare dimensions with the same settings as the result would have led to this solution, OIE.

 I tried to compare of those variables and in no way did it point me towards object snapping being the culprit, the only thing I could see was a connection between the scale and the value of the second dimension, 

 

I was leaning more towards it being a confliction in some setting, definitely not an object snap issue,

 

Thanks for the suggestion though

I'll keep you guys updated on how it goes 

Hopefully it is the object snapping
