Digitizer configuration problem with AutoCAD

We have a problem when attempting to configure a digitizer for our menu system in AutoCAD 2020. After typing TABLET then CFG and selecting the number of menus (4), the cursor/crosshairs remain active on the screen, and do not allow us to access the top and bottom of the digitizer. This is happening with a brand new CalComp digitizer with the latest driver and CAD driver. As a test, we set it up successfully on another computer so the equipment is fine, just an issue with a particular setting on the computer. Any assistance would be appreciated.

That usually means a missing driver, or something else unique to the PC outside of AutoCAD.
Any reason the problem PC cannot be reimaged to match the one that works? Assuming an all new log-in on the problem PC does not fix the issue.

Truly identical PCs work exactly the same otherwise.
