I have recently been asked if it is possible to convert a dgn to a dwg so that the work can be done in AutoCAD. Then converting the dwg back to a dgn without the geo-location becoming skewed. So far I have not been successful in answering this question. I have tried changing the units before and after conversion and nothing seems to work. Can someone help me with an answer, if there is one, besides telling the person to just learn how to use Microstation.

Hi,
let Microstation save as DWG, then you can work with AutoCAD on that data and send the DWG back to Microstation.
Do not use the DGN-import and export function in AutoCAD if you can avoid it with the above workflow.

If you are having problem doing Alfred's advice. You can also use the dxf. from dwg to dgn.
Save as dgn to dwg is most likely possible. However, bringing it back from dwg to dgn is more complicated. I always save to dxf first then import the dxf to dgn.
With regards to coordinates. Your dgn and dwg should have the same unit setting. I ussually create an object which I will remember the coordinates of the plan.

Yes the units that I am struggling with are US survey feet. AutoCAD 2017 or 2018 I think has to be used because there is not an option for US survey feet in an older version. Thank you for your advice.

AutoCAD 2018 (and newer) supports US survey feet
