DFWs show up blank when opened

Exporting/plotting a dwg or idw to dwf results in a blank file when the dwf is opened. Initially, I needed to open some dwf files from another companies server. Autocad and trueview would open them as a blank files. It seemed reasonable to assume they were corrupted, but when I export my own dwg/idw's to dwf, I get the same result.

Any settings that might need adjusting?

Your teeny tine 11kb DWF file is too small to contain much of anything of substance except this that I see in the correct viewer program for that file format https://www.autodesk.com/products/design-review/overview
