Ctrl + Double-Click Attribute requires block at elevation zero?

I use "Ctrl + Double-Click" on attributes to edit the attribute in-place.  I have discovered that this only works when the attribute is at elevation (Z position) = zero.  Is this intended operation or is there a setting that I can adjust to allow operation at any elevation?

Q: do you need blocks with attributes to be at different elevations other than Z=0?

No, I don't require blocks to be at elevation zero for any reason other than the ease to use "ctrl + double-click".  When inserting my block it is common that I using object snap which typically places the block at a non-zero elevation.

Accepted solution
Then consider regularly running FLATTEN command in your files to fix the issue: AFAIK ATTIPEDIT command that you like to use has this limitation. Not using it it another option too.
