Crosshairs rotated, none of the usual suspects causing it

CH.jpg

Crosshairs rotated as shown.  Aperture is normally same color as crosshair, not white.  Have tried snapang, dview/twist, plan, checked that snap type is rectangular...  I feel like I had this problem in the past and figured it out, but every google search now is about snapang.  Any ideas?
