Command - Reference Offset Problem

Hello: I am having an issue with the offset command. When I offset a distance in reference to a certain distance between two lines, it creates an astronomical offset distance. For example, using COMMAND OFFSET, reference distance between two lines that are a distance apart of 1/2", and select a line to offset, the line is offset to 850' - 5-1/16". Has this happened to anyone else and if so, what have you done to combat this issue?

I've tried transferring all the geometry into a file that is working properly with the offset command and it seems to transfer the issue over as well.

Can you share your problem DWG file here please?

Is everything at the same elevation?  That is, are your lines 1/2" apart that far apart only in plan view, but at vastly different Z-coordinate values?
