Yes, that's the way the frame-around-text option works -- it includes everything. As I said, I don't think you can have it only frame part of it.
That was @imadHabash 's suggestion about DIMTIX [on the other thread -- the perils of the same question appearing twice...]. The image they posted is part of the Dimension Style dialog box [type D, and pick Modify for the appropriate Style]. If you type in DIMTXT like a command name, it will just ask for a value at the Command line, but that's the System Variable that will be affected by the setting in the Dimension Style editor. But that's only going to force the text part, including any override content and/or frame, to be between the extension lines -- it's not going to do what you're after. I don't know of any way that can be done except your "fudge" approach.
