Center Button Not Panning

I have tried a few of the fixes mentioned on this board, my scroll wheel will not pan when pressed.  I have a logitech M310 and autocad 2015.  Suggestions?

Lets start with basics.... What is MBUTTONPAN set to? 1?

Turn on the scroll bars.
Command OPTIONS --> Display tab.

Since MBUTTONPAN is set to 1

 

As a test set Scroll wheel to "Other" and then set to "Middle Button" 

 

I am sure you have the correct setting for "Middle Button" for panning and the MS Office compatible box checked but double check just in case.
