cant find layer manager properties?

I have been struggling to find the layer manager properties tool to open up in the corner of my screen?, 

I have had it up a fair time ago but has decided to leave  and now cant remember from the life of me  where to find it! 

Help would be amazing !

what happened if you use ( LA ) LAYER in command line ? tell us more please.
