Cannot select lines in model space.

I'm attaching the file here, version 2018.  I have all of the layers turned on, not frozen, none locked and yet I cannot select many of the lines.  Some lines on the same layer I can select and others I cannot.

I did not create the CAD file, so I'm not sure how the previous person created these lines.
