Cannot Offset or Extrude objects in file

I'm trying to offset the drawing by .4mm but it won't let me.  I created the inner diameter by using the array polar command and am not sure if that' what's interfering with the offset command?  I deleted every line in between the objects and reconnected them and used the hatch command and was able to fill the object so I know that all the lines are connected, but no cigar?

 

What is going on?

Haha, I also can't extrude the height. 

What on earth am I doing wrong.  🙂

You can't offset it or extrude it because it's an array.

Explode it and turn it into a continuous polyline using PEDIT.

You can now offset and extrude it.

As another option, consider using the Method and Values to position objects in the polar array.
