Cannot get the Command Line

I cannot get the command line. I input "Command Line" in the search box but all I get is the command "line" (explains how to draw a line???). Can someone please show me how to get the Command Line.

Just press <CTRL><9> or command _COMMANDLINE (without a space like you used) and it should be back.
