Cannot find the Rotate Gizmo

Am using Autocad 2016.

A book I am reading says to click on the Home tab > Selection Panel > Gizmo drop-down > Rotate Gizmo.  Then a Rotate Gizmo will appear.

I cannot even find the Selection Panel.  Can anyone tell me where it is?  And where is the Rotate Gizmo?

Must be in 3d model environment first.
