Hi,

This is happening repeatedly in 2023 and it was not the case in 2022:

1. Create a new file with a few layout sheets say E-000, E-001, E-002, E-100, E-101, E-200, E-201

2. Select sheets E-001 and E-002, right click and select Move or Copy

3. Click on E-100 to insert at that location

Behavior in 2022: the new sheets E-001(2) and E-002(2) appear together in sequence under E-002.

Behavior in 2023: the new sheet E-001(2) appears under E-002, and the new sheet E-002(2) appears under E-100: E-100 comes in between E-001(2) and E-002(2)

I think the behavior in 2022 was correct, and what is happening in 2023 is a bug to be fixed.
