Block editor and persistent layers state

Is it normal that I can't change layers state (visible and disable) when editing block (BEDIT)? I can modify everything inside block, except layers state which are never saved. Editing block again gives me previous visible and disable layers state. VISRETAIN is set to 1 if it matters.

Did you save (update) the modified layer state in the block editor? 

Here it seems to >>work well<< - or I don't understand your problem(?) . What exactly are you trying to do?

I don't have these two mentioned options in context menu in 2010 version.

I may be blind but it doesn't seem to work even in this clip. Author of clip just updated layers state in BEDIT mode and finally he recalled updated states outside of BEDIT. The outcome may seen similar but it is not the result i want to achieve. Whenever i enter BEDIT for my block i have to disable/hide all unnecessary layers of objects which cover important parts of content and it is only temporary - each time i return to BEDIT all hidden or disabled layers return to previous state.

If is it how it normally works then i don't have more question about.

Once you have to disable/hide all unnecessary layers of objects which cover important parts of content. Now save this Layer state with a name of your choice. 

Each time you return to BEDIT restore this layer state (two clicks) and all is done.

It is more than 2 clicks in my case, it is annoying and no understandable how developer could invented such annoyance. But i guess it is normal behaviour in ACAD and i have to deal with it.
