Block and DXF

I have a DXF file from my supplier. I want to create a block of the geometry and paste the block into my layout dwg. When I create the block, it doesn't appear in the ADCENTER. Is it possible to create take a block from a DXF?

Open the .dxf (DXFIN)

Save as .dwg or WBLOCK the drawing.

Then you can use ADCENTER
