AutoCAD Toolbar Size with AutoCAD 2012

We have an architect still using AutoCAD 2012.  Recently his bottom toolbar has been resized so it is unreadable.  We can adjust the top toolbar, but not the bottom one.  Any suggestions are appreciated.

@rballPGHA8 What changed with their PC or their screen/monitor resolution settings? Something did, that's the likely culprit that needs to be reversed.

If they change WORKSPACE to something else and then change it back to their regular workspace does it make it come back?

perhaps you can do a couple of screenshots showing the difference between the top toolbar vs the bottom?
