How can I save a block so it will show up in the insert block tab on any drawing?

If you insert it into your template, it will be available for any new drawing.  or are you literally asking it to show up for _any_ drawing?  including existing?

I'm trying to get it to show up in existing ones so it can be used in PID's next time I edit them.

Is this possible or no?

Not without code that would insert the block upon opening. There are ways to make it readily available but it can't be inserted into drawings without opening them.

Drafting is a breeze and Revit doesn't always work the way you think it should.

Thanks for the help everybody! I copied my new block to the clipboard and was able to paste it into existing drawing which I then saved as a new copy .

If you only needed the ability to insert a block from another drawing you could add a macro using the

-INSERTCONTENT (Command) or use the ADCNAVIGATE (Command) in a macro to open the drawing with the block in Design Center where you could drag and drop it as easily as finding it on the insert drop-down.

Why add blocks you may not use that add to drawing size when they can be easily inserted with other means when needed? The less places they're stored the easier it will be to update them which would be easiest using Design Center with that ADCNAVIGATE macro.
