Our IT dept has gone and uninstalled 2018 and installed 2022 which is fine, but one thing they didn't consider is the migration of user profiles and settings. I know 2022 has a migration wizard which makes the process really easy. I wanted to know if it's possible to migrate profiles and settings even though the older version has been uninstalled?

You can try to do recover an Uninstalled program by a "System Restore"  - ask IT 🙂

Pick your other cliche about it is oh so late to do anything about it anymore. Sorry my friend. You'll need to start over from scratch (a better approach too when you are 4-versions apart).
