AutoCad lock Layerstates in Layout sheet files

Hi, I am trying to lock a layerstate so that my Layout sheet files can have multiple tabs with the same plan and different layer states on them. For example, in model space I have 3 layerstates: Floor plan, Finish plan and RCP. I want 3 tabs in the layout sheet file locked to each layerstate. Right now, if I change the layerstate to RCP, all 3 tabs show up with this same state. Would be so grateful for a solution.

A viewport in a layout only shows layers that are on/thawed in modelspace.

A simple sentence with no hidden meaning. Now with that knowledge, do you see how what you are doing is failing?

Minus any layers that are frozen only in that viewport.

Plus any viewport layer overrides you apply to those layers.

Thank you.

Do you have an idea why layerstates are a thing if they aren't usable in Layout space? Seems like doubling your work if you have to then VP freeze all the layers you don't want visible in that Viewport.

EDIT: and are you checking the "Apply properties as viewport overrides" toggle prior to applying the Layer State to each viewport?
