This issue is occurring because the column portion is included in the stretch action as well, so it not taking the distance multiplier. I have modified the block by adding another stretch parameter to stretch the column with a distance multiplier of 0.5 and a move parameter to only move the column in the plan and the dimension. Please find the drawing attached.
