AutoCAD 2023 - Command string not working on all computers ^C^C_start

We created a tool pallet that enables you to open our criteria for drawings.  The Command string works on some computers but not all.  Any suggestions?  AutoCAD 2023.

 

^C^C_start "explorer" "C:/MARTA-Tools/Toolpalette/Documents/CFD.pdf";

Pendean asked about OEM version,

share a screenshot of the whole program window and one more of dialog, command: ABOUT

But compare the productversion between both installs, command ABOUT

Id hate to have you reset the problem station to AutoCAD defaults but that would be one way to troubleshoot what's causing the START command and the STARTAPP lisp function to fail

ABOUT window:

My question was: Are both installs wirhout any product update? (Current is version 2023.1.2),

I am out, except of Repairinstall, Un-/Re-install, sorry.

It will be a while boyz.  We are waiting on IT to run the updates.   Maybe next week.
