AutoCAD 2021 (vanilla cad) - cannot find Project Navigator

We are starting a project where Project Navigator is required. Our MEP teams is running AutoCAD 2021. Is Project Navigator only available in AutoCAD MEP, Architecture? I cannot find where to load it from plain/vanilla AutoCAD 2021.

Yes. Only in either, not in vanilla. But you can use sheet sets in plain AutoCAD.
