AutoCAD 2017 - Wipeout in Model Space Covering Objects in Paper Space

We are having this issue with AutoCAD 2017 and AutoCAD LT 2016.

 

When creating a Wipeout in Model Space it is covering objects in Paper Space. (Simple example: We put a large wipeout behind text in model and then a Leader was drawn in paper space and it was covered by the wipeout in model space.)  

 

Draw Order has been tried on the view port in paper space with no luck. 

Verified that we were not drawing in the viewport.

Shutdown AutoCAD and restarted.

Does not print correctly (already tried Print paper space last)

 

This is happening on bases we created and bases that were sent to us. (Unrelated bases for different products.) This is happening on different versions of the software as well, but has only been happening for the last week. Three different Drafters on three different computers have tried to resolve this issue with no luck.

 

If anyone has suggestions I would be grateful.

Which plotter driver did you try? Have you tried multiple/different plotters, e.g. "DWG to PDF.pc3"?

This would have been my favorite suggestion, but if it was already tested and did not solve the issue, can you upload the drawing?

This would have been my favorite suggestion, but if it was already tested and did not solve the issue, can you upload the drawing?

put wipeoutframe on 2 may be it will work
