AutoCAD 2016 Mouse Wheel Pan not working

I have AutoCAD 2016 Student Edition, and am running it on a Windows 10 PC. I read in some other forms that typing "MBUTTONPAN" and setting the value to "1" will work, but I did that, and it still is not working, I have to use the "pan hand" on the side bar. I went into the mouse settings in Windows, and there were no options for my mouse wheel even though clearly, I have a mouse with a scroll wheel.

You may have to download and install the drivers specific to that mouse to change the functions of the scroll wheel button specially if you are using a Logitech device.

Ok, The mouse is a "HP" Brand mouse. The Scroll wheel works with every other program, and even pans whenever I use Google Earth, so I am assuming the problem only lies with AutoCAD, I could be wrong though.

The driver would depend on the the model of the hp mouse.  I have had this similar issue with my logitech mouse.  it worked everywhere else except for AutoCAD.  once i installed the drivers and software for my mouse everything sorted itself out.
