I have AutoCAD 2014 MAC version. ADCenter is not recognized as a command. CTL 2 works but there is not a Design Center Tab to select.

You're in the regular AutoCAD forum. The windows version outranks the Mac version probably 100 to 1 and you didn't mention Mac up front ---- but there is an AutoCAD for Mac forum here:

There is no Design Center in AutoCAD for Mac.

As partial solution (for creating block libraries) you can use Content palette, which you have to populate yourself.

How do I do that? What about downloading free CAD blocks and using them? I need architectural symbols.

HELP in the MAC version is the place to learn these tools, I'll get you started:
http://docs.autodesk.com/ACDMAC/2013/ENU/filesACRMac/GUID-09389064-395E-4D18-99CF-7F6C18718EF3.htm

There are many resources on the web if you want to build a symbols library, places like ARCAT, SWEETS, Autodesk's own SEEK and dozens of other websites you can find through a Google Search.

You also need to search the AutOCAD for MAC forum for other ideas and tips https://forums.autodesk.com/t5/autocad-for-mac-general/bd-p/520
