I have been using AUTOCAD 2014 under DESIGN SUITE that is bundled with AUTOCAD Mechanical 2014. The problem is that after creating 3D model in AUTOCAD 2014, when I try entering the Layout tab, all the icons such as base view, etc do not appear as shown in the print screen attachment. Please let me know what steps can I take to allow the standard icons to be reinitiated? Thank you.

Normally, layout viewports tab is activated when you are in layout(paper space).
Can you check if you switch to layout the ribbon tab is activated?

Switch to the workspace 3D Modeling or add the Create View panel to your 2D workspace.

When you launch AutoCAD under Mechanical, Civil 3D, etc. you may have only two panels in layout ribbon tab.
To add VIEWBASE ribbon panel, please check this article.

Thank you for your good assistance, after following your advice, I had managed to incorporate the missing icons in the necessary BASE VIEW ribbon.
However, a new problem has emerged. When I clicked on to the BASE VIEW icon, it keps prompting me with "MOVE Select objects: " in the COMMAND line. Nothing from the Model space will appear wherever I try to click on. It seems that this function cannot detect any 3D drawing I have created in the MODEL space. Please help me to resolve this problem.

Testing has shown that this only is reproducible with drawings/models that have been exported from products same and/or similar to Autodesk Inventor.
To work around this behaviour the drawing needs to be exported to a pure AutoCAD file, using the command -EXPORTTOAUTOCAD.

Please create a new drawing and draw a box and then create the Base view.
