When I create a new layer AutoCAD 2013 slows down followed by weird and unpredictable results, often running another command in the background (most usually Rename). After creating, renaming and asigning a color to a layer, the new layer is clearly visible in the layers properties panel, however, when I try to asign that new newly created layer to a selected object by selecting it from the Layer toolbar, layer retains its old name and color.
It is visible from the attched screenshots. Unfortunately I can't access any image hosting service.

What operating system is your workstation running?
Have you made sure that the latest service packs for AutoCAD are installed? Start command _ABOUT and show us the screenshot (without serial number, if there is any).

It's Windows 7 Enterprise x64. I don't have administrative rights but I guess (only guess) system and software we are using get regular updates. After I restarted the AutoCAD it works fine for now however it's just a matter of time it will happen again. Files I'm working with (mostly modifying existing drawings) are in a quite mess and this happens quite often so for start I'm trying to get an idea is it a fundamental AutoCAD-related issue or particular file-related issue so that I know how to address the IT team. I tried AUDIT but it gives Total errors found 0.

Then try that:
whenever you create a new layer, after assigning this layer a new color click with the mouse to the layer-name - so it changes to edit mode as if your want to modify the name once more - and no close the layer-manager.
From my dark remembering that issue with incorrect color in toolbar only happens when you close the layer-manager directly after changing a layer-color ... selecting another field in the layer-manager before closing the window helped.
