I see that you are visiting as a new member to the AutoCAD forum. Welcome to the Autodesk Community!
In all honesty, I have not seen this error message before. It appears that the temp file is either locked or that you do not have adequate permissions to remove it.
Have you been able to use this command previously? If so, and it just quit working you might try logging in as a new user to see if your existing profile is damaged in some manner or try a Reset Settings to Default.
If it has been working, another option might be to check your Windows updates and see if something new just got installed.
