THE MESSED UP ROTATION THEN PASTE THE ROTATION IN THE PROPERTIES AND WAH LA ITS THE CORRECT ROTATION WHY DOES THE TWO DIFFENT SCALES CAUSE THIS ISSUE ON THE TEXT

unfortunately that is one of the downsides to annotative text.  It its display is scale dependent, so if you modify it, then change its scale, you must make those same modifications again.  Some of the other things you can try is to set the annotative text so that it is always horizontal, then it will handle the rotation on its own.  If you rotate the physical text, it should apply all the way through no matter what the annotation scale is.

Can you share a small sample file, or some screenshots of what you are seeing?  It might allow a better explanation as to why you are getting the results you report.

If you want the text to be in the same location at all scales as well as the same rotation, you can use "synchronise scale positions". Two ways to get it:

Annotate tab on the ribbonAnnotate tab on the ribbonRight click on the objectRight click on the object

The text position will synchronise to the grip point:
