You have to select all of your annotative text in the xref drawing and right click and go to annotative object scale area and pick add/delete scales. then add the annotative scales that the drawing you're xrefing into it set to.

Changing annoallvisible  to 1 will just force the text to show regardless of scale defeating the point of annotative text which is to have text print at a certain height no matter what scale print at.

Did you ever find a way to fix this? I'm having the same issue.  I have multiple scales in my drawings, and would like for the annotative text in my xref to show up for both.

The only way I can get it to show up is if I change my viewport scale from 1"=60-' to XREF 1"=60' (the scale that I guess is generated from the xref scales).  But again, this defeats the point, because then all of my text in this drawing set to 1"=60 disappear.

Very annoying - am I missing something?

@Anonymous   make sure the annotative scale names are exactly the same in both drawings. If one has spaces (1" = 60') and the other doesn't (1"=60') or any other difference like " or ' marks  they aren't considered the same annotative scale.

It's an old thread but if anybody have same issue, try this:

go to the xref drawing,

change the "annotation scale of current view" at the right bottom side to the scale that you are trying to see,

change ANNOALLVISIBLE to 1,

select the text that you are trying to show,

right click - annotative object scale - add current scale.

And don't forget to save it before reloading xref
