Annotative text in viewports changing scale for text

I have an issue, I'm trying to remember in AutoCAD, when you have annotative text in model space and you change to viewports in paper space (Layout). I want to have "two" (2) different viewport scales on one page. But when I create one viewport (1/4"=1-'0") the text is correct and in correct location and the 2nd viewport I change the viewport scale to a different viewport scale (1/8"=1'-0"), the text is the same height as the first viewport, BUT the text is in wrong location and off center.

What am I missing??? 

I have used AutoCAD in a while, what did I forget. (see attached)

Have you tried moving the ones that are in the wrong place? When changing scale some rework is usually required.

Maybe Sync Scale Positions is the command you're looking for : ANNORESET

When placing mtext use the middle center justification, then when you apply other annoscales they will also stay in the middle center position.  Since the model is displayed smaller but the text is the same size for PS you will have to adjust the location of the text and dimensions to compensate.  Your text width is way too large, watch that as well.

It took me closing and reopening the drawing to get the correct scales to show in the viewports. 2 views of the same drawing, at different scales.

When all else fails, reboot!
