Annotative Scales do not move with block.

I have a block I have made to use for grid lines, it is annotative to work with the scales we using in Paperspace but when I move the block after inserting, it doesn't move the 'ghost scales' as so be it. I have attached the file for people to view. 

My best guess is because it is scaled around the base point of the block? I don't know, if so how do I go about fixing it?

I solved it myself... The extension line for the grid I removed so the block was just the grid bubble with the attribute for the number. I then added a line and created another block using the first block and the line, that resolved the issue of the ghost scales not moving with the block.
